The Head of Statistics and Planning in the Public Service, Srđan Čović, reacted after the Council of the RTCG re-elected Boris Raonic as General Director, after the High Court ruled that he had previously been elected to that position illegally.
We transmit Srđanj Čović's reaction in its entirety:
"I am informing the public that the decision signed by Veselin Drljević, who presents himself in the public domain as doc. dr., and by which Boris Raonić was appointed as general director of RTCG for the second time, grossly violated the Law on the National Public Broadcaster and made a mockery of the judgment of the High Court in Podgorica.
Article 50 of the Law on the National Public Broadcaster explicitly indicates that "a person who is a citizen of Montenegro, with a residence in Montenegro, who has at least VII-1 level of education qualification and at least ten years of work experience can be appointed as the general director of RTCG.
In 2018, Boris Raonić is among the alumni of the Faculty of Law in Podgorica, because he successfully graduated from the Faculty of Law at the age of 44. True, he presented himself as a law graduate back in 2010 in Strasbourg, at a meeting organized by the Council of Europe. He could just as truthfully pose as a nuclear physicist. Or a used ferry.
The problem is that our European friends overlooked the deceptions and lies and believed in the moral and intellectual capacities of Boris Raonic, and entrusted him with the mission of introducing the rule of law and respect for human rights in Montenegro. We feel the consequences of that cardinal mistake even today, and we describe it in this address.
However, whoever deceives the Council of Europe can also deceive the RTCG Council, especially if among the experts who are delegated to protect the public interest there is a problem that they agree on Article 5 of the Labor Law at the level of understanding and interpreting the text in context (which is the problem of our elementary school students). the meaning of the expression).
In point 8, "work experience means the time spent in employment and professional training in accordance with the law, in the qualification of the level of education, that is, in the professional qualification."
Until August 2021, Boris Raonic spent 3 years in the VII-1 qualification, so it is not disputed that as a high school student he did a lot for the dissemination of human rights, the rule of law, chapters 23 and 24, as well as general civil decency. As I said, we still feel the consequences of that action today.
For the second time, people who present themselves as experts have obvious problems with the interpretation of a simple extended sentence. So, it's not about subtle media literacy or complicated legal kinks, but about reading the text. Without hermeneutics, from which Dr. Baća has elegantly resigned, because it is clear to him that it is better to go to another postdoctorate, than to rub a leg with plagiarized doctors.
Elem, in order to read the text and shift the responsibility to another, despite the declared expertise for which they receive a significant 670 euros, the members of the Council hired Želimir Mićović, the newly promoted head of the Legal Service. He read the judgment of the High Court. To jumps. Rarely has anyone spat on their own professional integrity with such speed. Namely, in three hours he failed to read a sentence:
The legal consequence of the annulment of the appointment decision is a re-election among the applied candidates or the annulment of the competition, in which procedure the defendant has the opportunity to reconsider the remaining applications and to make a decision in accordance with the law. Honorable lawyer and journalist Marijana Camović leaves no one in the hall where the man who introduces himself as doc. dr organized a gathering worthy of Monty Python, he didn't wonder what "the rest" meant. The President of the RTCG Council at one point benevolently (just like that) said that they once broke the Law, but.......
They violated it this time as well, because in the penultimate paragraph of the Appointment Decision it is stated, "in the end, acting in all respects according to the above-mentioned final judgment", which is a notorious lie, because the above-mentioned judgment was not even read in its entirety. Also, they completely ignored the part of the judgment that suggests that the circumstances of the time when the competition was announced, i.e. when Boris Raonic was a member of the AEM Council with three years of experience.
Therefore, "according to the order of the court of first instance, the evaluation of the fulfillment of the conditions of the advertisement is evaluated during the duration of the advertisement, because otherwise the collection of advertisement documentation and the determination of the factual situation in relation to this documentation would be meaningless. Again, Boris Raonic has no experience and is a member of the AEM Council in August 2021, which can also be found in the announcement of the RTCG management from July 27, 2021, while the rules, procedures, laws and thinking have not been seamlessly adjusted in accordance with the interests and ambitions of Boris Plowing machine. So, Boris Raonic was not only illegally elected in August 2021, but he could not be a candidate or attend the interview. At that time, Drljević was not averse to derogating from the opinion of the Legal Service expressed in the RTCG announcement and to form a committee for evaluating applications from members of the Council.
In truth, those who saw that this was the fog of work in 2021, remained silent on June 1, 2023. By the way, the head of the Legal Service, Irena Vešović, was dismissed because of this enterprise of people unworthy of any public office.
Apart from Marija Camović's persistent and responsible fight, the silence of Ivan Leković, the official legal advisor of the RTCG Council, was also significant. And silence counts.
For the public, history and anecdotes will remain the still undefined presence of the lawyer duo Boris Raonić (paid by the RTCG and the citizens of Montenegro) who discussed the problems of their own client, making predictions about future decisions of the Supreme Court and compulsively grasping the reasons for the passive credentials of Marković and Čović. Who, according to them, do not even have the right to ask the question, as citizens, where the repeatedly illegal and unfit candidate at the head of the public service, financed with 20 million euros by the citizens of Montenegro, came from. Nevertheless, it is good that the lawyers did not insist until the end that the RTCG Council send legal instructions to the High Court.
The managerial media team of RTCG also stood for several hours unnecessarily, because their legal capacity was never questioned. They were more of a moral support to the illegally elected man who illegally brought them to RTCG.
At the end, the marketing officer of the Budva Riviera, Drljević, triumphantly declared, "It is legally valid to say, and you accompany me if I'm wrong, that Boris Raonic has been elected general director of RTCG". If we follow along, we will wonder if the RTCG camera "was on fire" or if Drljević was blushing just like when he said that he did not know that he had copied thirty pages of the Master Plan of Montenegrin Tourism from 2008 and stored it in the Cyrillic Ekavian version in the depository of Alfa University as a pledge academic career and for the benefit of the people and nationalities, as well as all citizens of Montenegro. In addition, as a trump card at the Administrative Committee of the Parliament of Montenegro, which elected him as a member of the RTCG Council in clearly orchestrated circumstances.
This sad story and amateur performance must be accompanied by substantiated criminal charges, with all the details of corruption, lobbying, competition fixing, irregular dismissals and other actions that followed the managerial work of the duo Raonic - Drljević.
So that plagiarists would not preside over academics and that social predators would not be the flagships of state institutions.
And all without hermeneutics, my uncle.
I appeal to the Prime Minister to raise the media and pre-election attention to the level of "the fall of Bastille Two", especially due to the fact that the illegal general director of RTCG uses his name for all undertakings and fouls, presenting himself as a loyal fan, comrade, builder of buildings, even an intellectual patron, because he trained him as a high school student at the School of Political Leadership.
I guess it's clear that it's not good to have contacts with a man who is not an ordinary fuel taker from speedboats along the picturesque ADE, but someone who systematically deals with stealing European and US funds, the Montenegrin budget, falsely spreads the rule of law and has a practiced Ketman smile.
Which at least never happened on Zabjelo. That's it - it is stated in the reaction of Čović.
