The Media Center submitted Radio and Television of Montenegro (RTCG) a request for free access to information seeking copies of contracts with employees from 1 June 2021 to November 3 this year.
They seek contracts of all employees on any basis (employment contract, an employment contract, an agreement on occasional and provisional affairs, etc.) with all the associated annexes - the director of the Media Center Goran Djurovic said yesterday.
Also, the MEDIA Center also requested copies of the Agreement on Additional work with the employees of RTCG in the period 1 June 2021 to 20 November 2023.
In addition to the work contract, Djurovic asked RTCG acts relating to the payment of salary supplements (variability).
The Decisions of the CEO of RTCG for the period January 2021 - 3 in 2023, sought for the amount of available stimulus funds under Article 12 of the Rulebook on the Rules of Earnings on the basis of the work results in JP RTCG.
Based on the Law on Free Access to Information, the Media Center also requested proposals for the decision of the organizational unit for the payment of the employee's earnings (stimulus), based on Article 13 of the Rules of Earnings based on the results of the work in JP RTCG, for Period January 2021 - November 3, 2023.
Goran Djurovic said that the decisions of the General Manager on the final amount and paying part of the employee's work were paid, based on Article 13 of the Rules of Earning in the RTCG Rules, for the period January 2021 - 3. November 2023.
The Media Center indicated that since June 2022, when they first submitted the requests for access to information, RTCG and the Director of Boris Raonić violated the law, ignore the requests for access to information and do not want to submit contracts with employees.
Like the acts relating to the payment of earnings allowances (variables). This prevents the public inspection of RTCG and spending money all citizens, who annually allocate about 20 million euros for the financing of RTCG - said Djurovic.
He believes that in violation of the law and hiding data on the payment of variability, the participant in the RTCG is also the Agency for Personal Data Protection and a Free Poseware Information.
The Media Center complained of the silence of RTCG in connection with the approach to acts relating to the payment of salary supplements (variables) on November 1, 2022, but this agency, as it expires, is also silent.
Djurovic pointed out that the AZLP, according to the Law on Free Access to Information, is obliged to make a decision to commit and make RTCG to submit the requested data.
AZLP can also initiate misdemeanor proceedings against responsible persons in RTCG due to violations of the law, but none of that has happened. Radi, President of the Council of AZLP is Željko Rutović, a longtime Assistant Minister and director of the Directorate for Media in the Ministry of Culture and Media as well as a longtime member of the DPS's main board. Members of the Council of AZLP are Muhammad Đokaj and Zoran Vujičić, long-term civil alliance employees, in which the General Director of RTCG Boris Raonić was the director - concluded Đurović.

CGO did not receive any response from the AZLP on appeals on the occasion of the silence of RTCG, which they sent in May and early October.
The deadline for responding by the Law on Free Access to Information is 15 days.
The day after the victory published that information, a decision was reached by RTCG to respond to the first request for free access to information sent on April 10, 2023, regarding RTCG management.
At their second request, which sent in July, and refers to the amounts of monthly earnings of the director of the TVCG Mary Milan Kežević, Assistant Director for Financial and Legal Affairs of Tijana Vujosevic, Assistant Director General for Mitar Rakcevic, Assistant General Manager for Dejan Vujović, the Chief and Responsible Editor of the First Program of TVCG, Head of the RTCG Mark Vešović portal, the answer also did not arrive, and did not react either the AZLP.
The victory recently published a contract, which was signed by Boris Raonić, Tomašević, Vladana Vucinić, according to which, in addition to the basic salary, had the next two years and an allowance of about 1,350 euros. According to the original contract, its salary would exceed 2,500 euros.
