Đurović called for a dialogue on overcoming the crisis

The President of the Assembly, Danijela Đurović, invited the leaders of the parliamentary parties to a meeting on Wednesday, on the occasion of the opening of a dialogue aimed at overcoming the crisis in Montenegro.
At the press conference in the Parliament, she assessed that Montenegro is in a deep political and social crisis.
"I considered it necessary to urgently re-open a political dialogue in which all the presidents of the parliamentary parties will participate and, in this connection, I also sent letters today for the meeting scheduled for Wednesday at 12 noon", said Đurović.
As she said, she is particularly concerned that the behavior and actions of all political entities have put security in the country into question.
"I consider it an extremely big problem and the obligation of all political entities to find a way to agree on important issues that burden our society," said Đurović.
She recalled that, even when she was elected as the President of the Assembly, she said that she would start a dialogue and look for a way to reach an agreement, primarily regarding appointments in the judiciary, but also defining a set of electoral laws.
"In June, we had a very successful meeting with the largest number of presidents of parliamentary parties, where we reached certain conclusions and primarily showed good will towards finding solutions and compromises around these important issues. Unfortunately, other topics prevailed and these conclusions were not realized," said Đurović.
As she assessed, in the meantime the situation has become even more complicated.
Đurović said that, due to the fact that there is no functional Constitutional Court, there is a problem with the announcement of the results of the past local elections and the verification of the results in these local governments.
"It is not only a question of local self-governments, the question of the Constitutional Court is definitely connected with a very large number of constitutional appeals. We need the Constitutional Court to protect the overall interests of society," added Đurović.
Đurović stated that recently the need for the existence of the Constitutional Court has been particularly emphasized and that certain legal solutions and procedures have led to the fact that the review of constitutionality is very current.
"The fact that we don't have a Constitutional Court means we don't have an adequate institutional instance that will provide answers to these questions," said Đurović and added that this is the reason why she appealed again and asked all party presidents to try to find a solution and a compromise.
She, commenting on the return of the amendments to the President's Act for re-decision, said that her obligation is to put that act to the vote at the first following session of the parliament.
"I believe that this solution should also be subject to agreement and discussion at the meeting on Wednesday", added Đurović.
Asked to clarify what kind of threat to security she was referring to, Đurović said that at a time when there are different views on certain laws and procedures, when the Government is in a technical mandate and when there is a desire for non-institutional action, she considers it a matter that should cause concern for everyone. safety.
When asked about the proposal to return the process of electing judges of the Constitutional Court back to the beginning, Đurović said that, if the first round of declarations has passed, that is impossible at the moment.
