Abazovic prepares a decision on the entry of Montenegro in the "Open Balkans"

Abazovic's government found in the technical term in the next 15 days should decide on Montenegro's entry into the "open Balkans" and in addition to the negative analysis of the Ministry of European Affairs as well as opposition to the majority, the victory.

Two sources of victory, close to the very top of the Government, stated that the accession of Montenegro is "the open Balkans" already "completed the matter".

For this decision, the Prime Minister provided the Commissioner for the Enlargement of Oliver Varhelji, but also, led by the Gabriel Eskobar, they have noticed anything - to the top of the executive - if it is a decision to support the majority in the Montenegrin parliament .

Initiators

They add that Abazovic and Vice President of the Government and the President of the SNP, which are the initiators of that plan, to invite the Constitution by which, the government is leading the state and external policy of the state of that decision in parliament.

For other regional initiatives such as the Berlin process, there was no ratification - says another source of victory.

The "old" parliamentary majority of the serious reserve against the "open Balkans" showed Democrats of Aleks Bečić.

Media preparation and pressure of Belgrade that the government of an outgoing prime miner takes a decision on the entry into the "open Balkans, and the Vice President of the Government of Vladimir Joković reported two close associates of Aleksandar Vučić and Predrag Rajić, who are I requested this explicitly. Unofficial knowledge of victories show that the Abazovic's cabinet is pressed to accelerate the accession of the OB and due to the full revitalization of the Berlin process, but also the negative parliamentary parliament on the "open Balkans".

The government did not answer the questions from the Government when the government planned to be determined according to the initiative "Open Balkans" and will be considered by the Ministry of European Affairs on the Government.

Negative analysis of MEP

Analysis on the advantages and flaws of the "Open Balkans", which Jovan Marović, who filed resigned to that function, was negative.

The removal of all borders in the region is risk, given the existence of "Balkan routes" which performs various criminal activities - analyzes "on the advantages of participation in the Regional Initiative opened Balkans, which was done by the Ministry of European Affairs (MEP ).

The MEP stated that, given the attention that the Regional Initiative "Open Balkans" also attracts numerous political interpretations that are present in the public, in which such serious issues should be the subject of professional analysis, ie distanced by daily- Political needs and politics.

It is indicated that, for now, the "Open Balkans" works on the highest political level, during which leaders agree on further steps to complete the borders between three countries modeled on four freedoms of movement: people, goods, services and capital.

It is pointed out that the invitation to join the other three countries of the Western Balkans open, but to notice certain shortcomings in the implementation of imaginary measures.

This, above all, refers to the lack of a legal framework, as well as the lack of institutional mechanisms, which would be supervised by the recommendations for future integration and, finally, a certain degree of non-transparency - analyzes.

The project does not emphasize the project, a strategy, institutional framework, nor a contract that establishes, which guarantees the equal relationship and position of the countries that participate in it.

It is stated that the project does not have a methodology that would help measure success, nor any supervisory administrative-technical body, which would perform the necessary evaluations and propose measures.

Memorandums and agreements are based on the promise that the legal framework of the initiative is harmonized with the acquis. In practice, any international treaty not-aligned with the EU acquis at the receipt of the state must be undone or revised - it is said in the analysis.

It is pointed out that the agreements do not envisage dispute resolution mechanisms, except negotiations between the Contracting Parties and is based on the Harisms of Leaders.

It is also reminiscent that only Serbia has ratified five agreements from the initiative, while Albania and North Macedonia have not ratified none.

Departing Prime Minister Dritan Abazovic, in the summit in September, in Belgrade, hinted in the entry of Montenegro in the "Open Balkans".

The open Balkans are a successful initiative. It is not a word that the initiative is called that the initiative is functional. This initiative was functional - said Abazovic, stating that he expects Montenegro soon becoming a member of that initiative.

I am a prime minister who brings hard decisions - then Abazovic said.

Djukanovic: There would be betrayal in the introduction of Montenegro into the "Open Balkans"

The President of the state Milo Djukanovic announced recently in the public service that the attempt to introduce Montenegro in the "Open Balkans" by the government who lost trust was flat high. If that happened, Djukanovic was convinced that the question would end in court.

He recommends that the analysis of the "Open Balkans" was read, which the government published, withdrew, and again published on the site of the Infect Vice President Jovana Marović.

According to me, the Open Balkans are launched by people who have lost confidence in the reality of the European perspective for their countries. It was launched by, above all, Serbia, Albania, and then the North Macedonia joined the north later. Three other countries have not joined that initiative. So, that initiative is already handicapped in relation to the Berlin process, because it is not inclusive enough - Djukanovic emphasized.
