Another year of stagnation on the path of Montenegro towards EU membership

The deputies of the Foreign Policy Board of the European Parliament have adopted a report on Montenegro, whose author is Tonino Picula. The report voted 51 MPs of the Board while three were against and three abstentions. The document will be voted on the following month at the EP plenary session when it will be adopted in the form of the European Parliament resolution.

The deputies state that high political tensions and polarization have led to a stall of the Montenegro's accession process.

This report, last in this parliamentary mandate, throws light to large internal political turmoils in Montenegro and another year of stagnation on the country's path to EU membership. The European Parliament deputies expect as soon as possible the formation of the Preuropic government, which will clearly and unambiguously support European policies and values, in accordance with the expectations of significant majority of the country's majority.

And as they compliment Montenegro's commitment to EU integration, which still has a high level of public parliament, the members of the consensus on issues of national interest and the lack of interportional dialogues delayed progress in EU reforms and pushed Montenegro into a deep political and institutional crisis.

The report emphasizes the urgent need for political stability and substantial progress in key EU-related reforms, especially in election and judicial reforms and the fight against organized crime and corruption.

European Parliament Propiples Start improvement in the prevention of corruption, greet positive efforts made in the field of illegal trade, and invite Montenegro to develop a comprehensive anti-trafficking strategy and the protection of its victims.

MPs express concern over the deep political polarization in the Montenegrin media environment and the lack of independence of the public broadcaster. They also appeal to Montenegro to make a census and apartments for a long time ago, without any political interference and counting all recognized national minorities without fear of intimidation or prosecution.

Campaigns Disinformation and economic dependence

The European Parliament deputies welcome the continuation of Montenegro's complete compliance with the EU's common external and security policy, including all sanctions adopted after the Russian aggressor war against Ukraine. The report also states the Strategic Federation of Montenegro with the EU and condemns any attempt to bring in the country to question its NATO membership.

European Parliament deputies are seriously concerned about the malicious foreign interference, attempted destabilization, hybrid threats and campaigns by foreign actors in Montenegro, especially those originating from Russia, China and Serbia.

Bearing in the current indebtedness of Montenegro towards China, the deputies of the European Parliament call for the authorities to reduce Montenegro to continue using the Western Balkans Economic and Initiative in order to find a greener and more transparent alternative for financing infrastructure projects.

The document will be voted on the plenary session of the EP next month when to be adopted in the form of the European Parliament resolution.
