This annexation did not happen because Montenegro had a state responsible opposition and that it had a strong growing intellectual civic movement - said Djukanovic.
Repairing damage
Djukanovic, as a priority, allocated the rehabilitation of the damage that is in all segments, but also to determine the criminal - legal responsibility for those who led the state to this situation. This will deal with the court branch of power. We have to deal with serious politics. We need to deal with serious stabilization of institutions that are quite ruined. We need to deal with as quickly as possible by revitalizing important social systems, such as health and education to be able to provide the citizens of Montenegro with a quality service, and we have to deal with the issue of further development - said Djukanovic.
EU membership in this term
Djukanovic explained that the victory in the presidential election, he guarantees a victory in parliamentary. He has singled out three priorities of state policy that will be led by the responsible government: to preserve the harmonious inter -confirmation and inter -national relations between citizens, to establish dynamic economic development and to reach EU membership in his next presidential term. He explained why the civic concept of the state is important for its Osptikan:
Good inter -ethnic and inter -confirmation relations are not the flow of our generation. Our ancestors also worked on this, and left us this beautiful basis on the legacy, and we should also say that we were responsible at this time, and that time confirmed to us that Montenegro could actually only survive as a civil state. In order for Montenegro to be a civic state, therefore, at the center of its state policy they must be strong civic parties and a strong civic coalition. As long as it was so until the August 30, 2020, there were no sinister shouts from Pljevalj, nor was there doubts in the Montenegrin parliament whether or not a genocide occurred in Srebrenica. Those who open these dilemmas now need to be careful. I am convinced that anyone who has this dilemma is inclined to make a new genocide - said Djukanovic.
Dynamic economic development
As a second priority, Djukanovic allocates dynamic economic development and European standard of living. He pointed out that the previous governments were dispelled by investors and destroyed the budget businesses, did the damage for which they would bear responsibility, because Montenegro must be decorated, in which the government is responsible for the moves it withdrawn.

There is no business and there is no economic development unless a harmonious partnership between the state and those who have capital, who are ready to invest that capital for the benefit and for the development of that state ... We will quickly deal with pests and pests, not because we will Accept their logic of rematch - no. But because in Montenegro we promote, it must be established, it must be regulated by the European State, it must be known to be responsible for the moves that are withdrawn. We lost jobs, unemployment has increased, social problems are growing, of course social tensions in society are growing, we must get as quickly as possible to the responsible government that will ensure that this country continues to develop dynamically economically - said Djukanovic.
Djukanovic said that those who dispelled the Investore and risked huge damage per budget must be criminal - legal responsibility if Montenegro was forced to pay hundreds of millions of penalties on arbitrations.

I want very, very responsibly to tell them this from this place: if someone alienates 5,000 euros from a state -owned company or from the budget that logically responds before the court. If someone alienates for their political needs and because of their political calculations of 150,000,000 euros from the state budget cannot go unpunished - he pointed out.
"I have to introduce Montenegro to the EU"
Djukanovic promised citizens that Montenegro would become an EU member to the end of his term and that we would thus achieve the European level of quality of life. He pointed out that he did not like his jobs to stay unfinished, and that he was left to bring Montenegro to EU membership.
We will realize membership in the European Union and this is our answer to the question of the quality of life of our citizens. I do not like to leave my jobs unfinished, so I nominated myself in this election. Not only do I want to but promise - Montenegro will be a member of the European Union during my next presidential term. To be still optimistic and realistically optimistic. So, knowing the job we have left, I am sure we can end it in the year where we will mark the 20th anniversary of our independence - said Djukanovic.
"My Legitimation Historical Records"
The president recalled the results of the policy he represented in the previous period. He pointed out that they were his legitimation, and that most of these results are the historical achievement of Montenegro.

"Example of Sweden and Finland shows how difficult it was to become a NATO member"
He explained on a specific example how difficult it was to become a member of the most powerful military alliance, and that Montenegro had succeeded.
How challenging it was to reach a NATO membership in a small and underdeveloped Balkan state that Montenegro is again need not explained. Djukanovic paid special attention to the green borrowings of both governments, which were chased by investors, they had not brought any new ones, suffocated by domestic businesses, trying to manipulate people by borrowing in green interest and making a noose around the state.

"The goal of politics must be an increase in salary in a responsible way"
He explained that this way of running finances means bankruptcy. Djukanovic said that politics must have aimed at increasing the salary, but that the responsible host must take care of the way it is financed.
I understand that people have enthusiastically accepted the idea of increasing their salaries, all of this is human, I have no objection to it. The contrary, therefore, a government and a policy that has no increase in salary and pension for the ultimate goal is not a good government. The only thing that as a responsible hosts we have to take care of where this is financed. If this is financed from the loan, it is a bankruptcy trip, if a finance from real sources is then a responsible policy - said Djukanovic.
He pointed out that politics should not be manipulation of citizens.
It is not a manipulation policy, it should not be a policy of manipulation or in the Balkans. Unfortunately for a long time, in the Balkans, the perception of politics was the ability to manipulate and the ability to deceive people. It never characterized our politics, never. And when we knew that with the absence of support for the "Europe now" program in Parliament we would lose a few rating points, we lost them because we said: this is a manipulation and you will see in a year, but we do not want to be part of the manipulation, so let us lose, we will come back them. We are players on the long run, we will return to our rating - said Djukanovic.
“On the Political Scene of the Charlatani”
He described what the political scene looks like right now and emphasized that a battle for Montenegro cannot be brought out by any individuals, but all citizens must be involved in it.
This is a time in which political scene defines carp, frivolous people, marginals. Living Billy, I hope we will meet in health for two or three years, some of the political political ones that are now reconciled to see that we will not be able to remember their names in two or three years. This is their real value. You know, but the storm ejects on the surface and non -existent values. Our problem is that these elections we are talking about will not be in two or three years but now. This is their season, they will now go in that election better than they deserve. I am convinced not so well that they could endanger our victory, but our victory depends on our collective effect. Don't think of a moment to finish our job with anyone's candidate, including mine. This is not a battle that any individual can bring out, we have to bring this battle together - Djukanovic concluded.
