This, according to their words, means that the census should have quality technical preparation, the application of international recommendations and standards, as well as a stable socio-political environment that will guarantee the involvement of all stakeholders and the security of the enumerator.
Given the current socio-political environment, which characterizes the collapse of the institutional system, high political tension and the polarization of society, the census cannot be carried out to a quality, comprehensive, open and transparent way - added from the DPS.
This, as they clarified, confirms the fact that all activities before the census were not prepared in accordance with legal procedures, ie, as they say, "Logistics and Instructions for Instructors and Encrusters and Methodologies preparation of the organization and implementation of the list ".
