Milatović promulgated six and returned two laws to the Parliament for re-decision

The President of Montenegro, Jakov Milatović, promulgated the Law on Amendments to the Labor Law, the Law on Amendments to the Law on Pension and Disability Insurance, the Law on the Census of Agriculture for 2024, the Law on Confirmation of the Agreement between the Government of Montenegro and the Government of the Grand Duchy of Luxembourg on the elimination double taxation in relation to income and property taxes and prevention of tax evasion and avoidance, the Law on Amendments to the Law on International and Temporary Protection of Foreigners, as well as the Law on Forests.
This was announced today from Milatović's office.
- In relation to the Law on Forests, taking into account the wide range of powers that are given to the newly formed company that will manage them, Milatović pointed out the importance of good implementation and good management in order to reduce the risks of potential abuse of this company for political purposes and for the purpose of party of employment - it is stated in the announcement.
It was emphasized that it is necessary for this company to be managed by experts so that it works on the rational use and preservation of the significant forest wealth of our country, so that the transition from the previous concession model to the new model of a state company would give the desired results.
- The President of the State returned the Law on Amendments and Amendments to the Law on Inspection Supervision to the Assembly for re-decision, as well as the Law on Amendments and Amendments to the Law, which prescribes the provisions on inspection supervision. These are legal acts that abolish the Directorate for Inspection Affairs, and return inspections to the composition of line ministries - the President's Cabinet pointed out.
In the explanation of the decision, Milatović announced that such a solution needs to be looked at once again, from the aspect of the need to ensure a high level of professionalism and impartiality of inspectors in performing inspection supervision.
- Bearing in mind the fact that the largest number of inspections, according to the adopted solution, will be organizationally positioned within the ministries responsible for certain administrative areas, and that the ministers are undoubtedly politically elected persons, there is a high degree of risk of additional politicization of this extremely important segment of state administration work . In addition, by applying the adopted concept, appeals against the decisions made in the inspection supervision procedure would be decided within the same state body - the ministry, which calls into question the two-stage procedure - the explanation sent to the Parliament states.
The President of the State also pointed out that it was necessary to ensure high-quality participation of the interested public in the preparation of the relevant laws, in accordance with the regulations governing the procedure for conducting public hearings in the preparation of public policies.
