Mugoša: Anti-European and anti-system legal solutions of the majority after August 30 on correction after three years

In all three of the last annual reports on Montenegro, the European Commission confirmed my findings that anti-European and anti-systemic changes to the law on civil servants and state employees are being proposed and enacted, which are in contradiction with the EU agenda, said the vice-president of the Social Democrats of Montenegro (SD) and head of the parliamentary club of that party in the Parliament of Montenegro, Boris Mugoša.

Mugoša spoke on the occasion of the recently published Public Debate Program on the text of the Draft Amendments to the Law on Civil Servants and Employees, proposed by the Government.

When I told the members of the parliamentary majority at the end of 2020 that they were proposing and enacting anti-European and anti-system changes to the law on civil servants and state employees, which contradict the EU agenda, they said that this was not true and attacked me. After that, the European Commission confirmed my findings in all three last annual reports on Montenegro - he stated.

He said that the 44th Government in the aforementioned Draft of Amendments to the Law confirmed practically everything that he warned about.

The government proposed to return the solutions in the law that were valid before the aforementioned anti-systemic and anti-European changes from the end of 2020 with a very precise and clear explanation: "Namely, with the amendments of the members of the Parliament of Montenegro, the requirements regarding the years of work experience that is necessary to perform the duties of the workplace. This legal solution had a negative opinion from the European Commission, stating that in this way the contribution to professionalization and the merit system is reduced, and that it represents a step backwards in strengthening the official system. For this reason, the amendments to the law return the original legal solutions, that is, the years of work experience required to perform the duties of the workplace are increased, as it was in the basic text of the law - said Mugoša.

He added that it is the same Government - in which they sit and are supported by those who were the proponents of the mentioned anti-European and anti-systemic solutions.
