On constitutional judges and the Law on the President of December 12

At the collegium of the President of the Assembly, Danijela Đurović, it was agreed that the second round of voting for judges of the Constitutional Court would be postponed to December 12, and that dialogue and agreement should be given a chance until then. As the President of the Assembly announced at that session, the first item on the agenda will be a repeated vote on Amendments to the Law on the President.
Đurović told reporters that 12 days were left for an agreement.
"It is a good message that there is a mood to sit down at the table and that important issues have been discussed. The conditions set by the DPS do not mean that they will be acceptable to the others, but I believe that it is a question of compromise and that both parties must be lenient with their demands", stated Đurović.
At the next session of the Assembly on December 12, as Đurović says, the first item will be a re-vote on amendments to the Law on the President.
"It was agreed that there would be a final vote on the existing candidates for judges of the Constitutional Court on that day," said Đurović.
The head of the parliamentary group of the Democratic Party of Socialists (DPS), Danijel Živković, said that the vote on judges of the Constitutional Court was postponed to December 12.
"And to give a chance for a possible dialogue in that time interval", said Živković.
He said that they will discuss the definition of the date of the special elections and the withdrawal of the Law on the President, which, as he repeated, is a prerequisite of the DPS for the election of judges of the Constitutional Court.
"The only way out is the organization of extraordinary parliamentary elections in which Montenegro would get a stable government", said Živković and added that it is necessary to define the date of those elections.
Asked if this means that the DPS will not vote if the demands are not met, Živković said that their demands are clear.
"You can see for yourself that we cannot find a solution because we have a complete collapse of institutional capacities. When we determine the date of the parliamentary elections and when the Law on the President is withdrawn, we can talk about the treatment of the judges of the Constitutional Court", said Živković.
Vukasnović Stanković: Extraordinary elections are the only way out
SDP deputy Draginja Vukasnović Stanković says that an agreement is needed among at least three fifths of the deputies.
"For us, any other agreement, especially one within the majority of 41 MPs, is feigning dialogue, manipulation and political trade, and the SDP will not agree to that," said Vuksanović Stanković.
He also says that it is clear to every citizen that extraordinary parliamentary elections are the only solution.
"Those who won the majority on August 30, 2020 are running away from those elections," said the SDP MP and announced that 2/3 of citizens support early elections.
The session where the deputies were supposed to vote on the proposal for the election of four judges of the Constitutional Court was scheduled for today.
The Constitutional Committee, with the votes of the parliamentary majority, proposed to the Assembly that Snežana Armenko, Ilija Vukčević, Jadranka Novaković and Jelena Ružičić be elected to these positions.
In the first round of voting, none of these candidates received the necessary two-thirds support of deputies. In the second round of voting, three-fifths support is required, i.e. 49 votes of deputies.
The DPS said earlier that they are ready to support the election of a judge if, through an inclusive parliamentary dialogue, the date of holding early parliamentary elections is determined as soon as possible and the adoption of the Law on the President is abandoned.
