Osmani: Serbia is the only country that does not want good neighborly relations

The President of Kosovo Vljosa Osmani said that only Serbia does not want good neighborly relations, and that there is no interference other than the one from Russia that entered through that neighboring country.
Osmani is on an official visit to Montenegro, and in Podgorica today she met with the president of our country, Milo Đukanović, who, after the meeting, told the media that it was a reciprocal and at the same time the first official visit of the president of Kosovo to Montenegro, since the establishment of diplomatic relations.
Đukanović said that Montenegro is a country committed to regional cooperation.
I am convinced that a good frequency and dialogue will contribute to the improvement of quality good neighborliness and interstate cooperation - said Đukanović.
Đukanović says that what is constant in relations is dedication to European values.
Instability, he said, can only be removed through integration
We believe that this is the only way to consolidate stability. We understand the ambitions of Kosovo to become a member of the Council of Europe, to be a part of the partnership for peace and to obtain the status of a candidate for the EU. Not only do we understand, we also support it. We hope that the EP will accept the committee's recommendation and provide a visa-free regime for the citizens of Kosovo. To the extent that citizens can become familiar with the EU, to that extent we will be able to affirm the EU values and goals of the region - he added.
Elections to create better conditions for cooperation
Đukanović said that they discussed bilateral issues, and assessed that relations are friendly, but that, as in all relations, there is room for improvement
It remains to work on clearer visibility and constitutional legitimation of the Montenegrin minority in Kosovo. We welcome what has been done in Kosovo since my visit until today. The conditions have already been created for better visibility of the Montenegrin minorities in Kosovo's bodies - pointed out Đukanović.
Đukanović said that he expects that through the consolidation of power through the presidential and hopefully parliamentary elections, he will create the best possible conditions with full commitment to cooperation.
We follow everything that happens in the relations between Kosovo and Serbia. We are convinced that a legally binding agreement can be reached, we support Kosovo, we also do that in our relations with Serbia - pointed out Đukanović.
Osmani said that as two independent sovereign countries, relations between Kosovo and Montenegro are more special because of interpersonal relations, but also because of the involvement of the Albanian community in Montenegro and the Montenegrin community in Kosovo.
It is true that we are meeting in a challenging time for the entire continent. That is why it is important that this visit takes place in a friendly country - said Osmani.
It is in the interest of our countries to continue the path towards full membership in European structures, said Osmani.
Unfortunately, not all of our neighbors share this, the leadership of one country has opened its species to Russian influence. One leader believes that Kosovo and Montenegro are temporary projects, but even though he is delusional, Montenegro and Kosovo are independent sovereign states, peaceful and as such they will continue to exist in eternity - Osmani pointed out.
We will continue to solve issues from our painful past and to walk the path of peace and stability for the sake of our people - added Osmani, stating that the integration of our countries is of key importance for the stability and progress of the entire Western Balkans.
She said that she entered Montenegro 23 years ago as a refugee.
I entered Montenegro as a refugee 23 years ago, and today I am returning as president with the clear goal of taking a place in the EU - concluded Osmani.
Russian interference came through Serbia
Asked if she received guarantees that Montenegro would support Kosovo, Osmani said that there is only one country that does not want good neighborly relations.
And that country is Serbia. There is no other interference except that from Russia, which entered via Serbia. It is a risk, but we will continue to work steadfastly. And that is the strategic goal of the EU, that all countries become members. We believe that Montenegro can help us a lot because it has taken important steps towards the EU - said Osmani.
No monoethnic structures
Commenting on the Franco-German plan for Kosovo, Osmani said that their positions are clear.
Ever since it was proposed, we have always considered it a good initiative that will offer a starting point for dialogue. We still think so today, but we emphasize that there are many things that need to be explained. We need to explain the plan for implementing the steps. It is important for us to negotiate international guarantees that concern internal functionality of Kosovo - said Osmani.
Asked about the union of Serbian municipalities, Osmani said that, when it comes to municipalities with a majority Serbian population, it is not about new circumstances.
The attitude is that we cannot have mono-ethnic structures. This is the opposite of the principle of multi-ethnicity contained in our constitution. This can lead to the creation of an entity like Republika Srpska, and thirdly, we cannot have a model that is doomed to failure - concluded Osmani.
Đukanović said that there are no ulterior motives in the support they give to Kosovo.
This region will be more stable when it is integrated into Euro-Atlantic structures. When support comes from the region, it is the most important - said Đukanović.
