The government submitted a proposal for the census agreement that should sign representatives of the executive and opposition parties, the Pobjeda.
In the Proposed Census Agreement, the opposition is not specified on the date of the list. In addition, the government has left the possibility of further correction of the agreement.
We reminded, Prime Minister Spajic has so far had two rounds of negotiations with representatives of the opposition, minority councils, non-governmental sectors and representatives of all municipalities on the topic of the census.

Subject of the Agreement:
In order to deny the foundations of our democracy, this Agreement specifies the conditions for the maintenance of the census, households and apartments.
1) Method of maintenance of the lists that will guarantee obtaining relevant and precise data recognized by all relevant entities in Montenegro
Expanding census commissions with two new opposition members and one member of the panel of smaller numerous peoples in cities in which they are represented. Enlargement in accordance with Article 15 of the Law on the List, which means that the Presidents of the Commission proposes the expansion reached by the Census Committees to the Director of Statistical Administration.

2) Data entry control
Control aims to check on a sample basis, whether the questions about national or ethnicity, faith, mother tongue and language that personally speaks in the database, as written in the person's questionnaire (P1).
In this regard, a set of work rules on the control of data entry for issues from the person's questionnaire: 10, 11, 12 and 13.
Place and period of control:
Control will be operated in the premises of the Statistics Administration during data entry and control.
Sample:
Control will be operated on a representative sample of a maximum of 5% of census circles at the Montenegrin level. The exact number of census circles at the municipality level (up to 5% of the census level at the municipality level) will be defined. The selection of census circles at the municipal level would be accidental. Annex 1 of this Agreement is given the total number of census circuits per municipalities.
The contingent of which control is performed:
Control is performed for census circles entered and after entering and control for this census circuit.
Control Team:

The team is obliged to adhere to the principles of the Law on Official Statistics and Statistical Systems, the Law on Personal Data Protection and the Law on the List.
During work in the premises where the control is performed, team members are obliged to adhere to general rules in accordance with the internal instructions of the Statistics Administration.
Mode of work under team members:
Control is operated on a computer provided by the Statistics Management on which the application control application is installed. Control application does not allow the identification of data controlled in relation to the name and transclusion, as well as the registration number;
Not allowed to record or perform results based on the characteristics that are the subject of control;
Control is done on the sample of material stored as completed;
There is no target selection of census circles that are controlled, but their choice is performed by random selection, and on the material entered and stored by the Statistics Management as completed;
A member of the Management Board for Statistics shall be submitted to the representative of the Political Party list of completed, stored census circuits that are the subject of the daily control sample, in order to ensure the records of the lists offered as well as lists of census circles; Control refers to the accuracy of the answered answers to questions from the person's questionnaire: 10, 11.12 and 13
Control is performed in a manner that the representative of the Statistical Administration reads the questions 10, 11.12 and 13 from the selected person's questionnaire, and the representative of the Political Party checks the accuracy of input in the database. The representative of the Statistical Management Board has no insight into the electronic base, and the representative of the Political Party does not have an insight into the person's questionnaire. If there is a disagreement, the number of personnel for the person's question and ordinal number is checked. During the above comparison, the representative of the Statistical Management Board will physically protect part of the person's questionnaire on which individual data are available:
At the end of the control, the log is prepared with the findings of the control that signs both team members. One copy remains the management of statistics, and one representative of the Political Party;

Realizing the importance of the census, as well as the massivity of the implementation, whose realization is required, is introduced to the controlling of the Software Verification of Software, in a representative sample with strictly respect for the two most important principles of official statistics: Professional independence and protection of individual data.
In this regard, a set of working rules on manual control of data on nationality, faith and language is determined.

Other members enter the information read by the representative of the Board of Statistics Administration in the Book made up of the table whose example is an integral part of the Agreement (Annex 2). Each of the representatives is in charge of a book related to one of the four issues for which the control is implemented.
After reading all the play questionnaire for one census circuit, the sum of the answers indicated in the tables is performed.
