Seven more enumerators used ,, write-out "pens, the opposition requests to turn on Premier Spajić

The census irregularities relating to "write-out" pencils, except in Podgorica, were also determined in Budva, Danilovgrad and Tuzi, the Director of Statistical Management Board Miroslav Pejović said.

Yesterday, on the session of the Committee for Monitoring the Applications for the Conditions, the Censuses, announced that in these three municipalities, the census data, despite the use of the disputed pen, credibly transferred.

With all the enumerators who used "write-out" pencils were terminated - said Pejović and added that in the remaining 21 municipalities in Montenegro have not established any irregularities regarding the list.

Irregularities

According to reliable information victory, four enumerators in Budva used disputed pens, in Danilovgrad two and in sadness one. According to the Monstat report, which is divided by MPs - for now, the 21 enumerator and one instructor is switched off.

The source of the opposition wins that the coverage of the detected irregularities means that Prime Minister Milojko Spajić should also be included.

The Committee requested a special report from Monstat on the occasion of the only registered problem in the Census process, and it is the use of Penaca "Write-delete". The report should include the number of cases revealed, the established methodology for detecting new cases and the mechanism of removing this problem. Cannot pass it without adequate response. Thus, MONSTAT must submit a report to the Report that will include control mechanisms. The signatories to the Agreement will contact Prime Minister Spajić to accept or refuse data credibility mechanisms, the source of victory in the top of the opposition announced.

Pejović excused that there were cases where the enumerators reported on his own initiative and gave statements.

When it comes to Podgorica, where "Write-delete" pencils were found in 16 lists and one instructor, Pejović stated that Monday representatives held a meeting with representatives of the Department of Crime and Corruption.

He also stated that the Census Commission of the Court will require that all disputed cases pass to the Department of Crime, and in the end case and the Prosecution.

In order to determine whether there was bad intentions and whether someone would suit the Pejović said.

He also pointed out that all the enumerators on the trainings were given ballpoint pen from Monstat, and that the methodology is prescribed using these pens during the census.

These are sporadic cases that seem a little oversized to me, but it should definitely be careful - said Pejović.

MONSTATA has announced that it will take full responsibility if there is a single case in which the enumerator stated that he received approval from Monstat for the use of the disputed pens.

Pejovic also emphasizes that the census commissions required the instructors to check each census slip, as he stated, they worked from the beginning.

State instructors are the most obsessed persons in this process, because they have an obligation to check each listing ticket. And they do it, "Pejović stated, assessed and that the legitimacy of the census could not be jeopardized in that part.

On the occasion of publishing the name of the enumerator from Podgorica who used the disputed pens, Pejović said that there was a leakage of information from Monstat and announced that the proceedings before the competent authorities would be initiated.

We must note that all members of the Census Commission sign a statement of respect for the principles of confidence, which means they keep and guarantee the data of our citizens - said Pejović.

Figures

From the beginning of the census, 575,123 citizens, 184,817 households and 318,340 apartments, and 319 final cases of rejection of participation in the census, from the beginning.

In 119 cases, it is necessary for the census commission to visit the household and try to convince these citizens to participate in the list - said Pejović.

To the situation in the settlement of Rakić's house, where part of the locals exercises its rights in Tuzi, and part in Zeta, Pejović announced that this would be resolved on the basis of agreement between the two municipalities.

Census commissions will give their proposal when it comes to that case - said Pejović.

When it comes to the payments of the enumerator, the MONSTAT Director points out that they are realized after the end of the field work and that it is not up to that institution.

We need to understand that it is not up to MONSTAT, but to the census commissions that MONSTAT must submit a financial calculation in order to make payments to the enumerators - said Pejović.

In that sense, he stated, an aggravating circumstance that the list is extended until December 28, when the budget year will be closed.

Certain speculations appeared in public and media that payments would be in February. Payments will be immediately after the opening of the budget and immediately after the census commissions delivered to the Monstat settled financial pattern - concluded Pejović.

Rakočević: There are more controversial pencils than registered

DPS MP Nikola Rakočević assessed that he has more, write-clear "pencils than registered in census commissions.

It is ours to control the process and send an appeal according to the competent actors of the process, and on them, it is to decide how the process is made to the maximum transparent. It is necessary to call representatives of the Government and parties signed by the agreement, he said.

SNP MP Sladjana Kaludjerovic pointed out that the list is going transparently, and that the Board is trying to strive to not everything eliminate.

The MP of PES Darko Dragovic said Pejović should inform the Government and the Assembly on the Steps and everything that was discussed on the board. He stated that there is a clear mechanism to find the tickets where the pens were used, "write-clear".
