The government of Milojka Spajić brought a decision to establish a completely new structure for negotiations on the accession of Montenegro to the European Union, which was officially returned by the function of the main negotiator eliminated by the passing government.
The decision prescribes that the negotiation structure consists of: a collegium for negotiations, the Chief Negotiator, the Rule of Law, Negotiating Team and Negotiating Working Groups by individual chapters of negotiations.
The decision is defined by the structure of each of these working bodies, with the obligation to introduce the institute of the General Negotiator, working the negotiating team operations and respond to its work to the Government and the Minister of European Affairs - the document.
New Institute
The main negotiator, according to the new decision of the Government, is managed by the work of the negotiating team and directly maintains negotiations by all chapters of negotiations - the acquis communautaire.
The main negotiator appoints and dismisses the Government, on the proposal of the Minister of European Affairs, without the implementation of the public competition and duty ceases to the termination of the Minister's mandate. The day of appointment is the main negotiator based work relationship in the Ministry, and the rights under the work generates in accordance with the law governing the rights, obligations and responsibilities of civil servants and employees - the decision.
By establishing a new structure, the dynamics of the negotiating process will be further accelerated, ie the fulfillment of the final benchmarks in the chapters of the acquis communautaire 23 and 24 - said the government in the explanation of its decision.
Frivolous access
This is the third time in the last three years to change the complete negotiating structure, which confuses our European partners and shows the frivolity of negotiations.
The function of the main negotiator was abolished during the Government of Dritan Abazovic while there was and during Kritokapićeva and Markovic's government. The new administration is expected to accelerate EU liabilities as the administration has completed only 26 percent of EU agenda liabilities, and as many as ten institutions have not implemented any obligation.
The only institution with a hundred percent realization is the state audit institution. Ten institutions did not implement any planned obligations: Ministry of Public Administration, Ministry of Foreign Affairs, Ministry of Defense, Revenue Management, Electronic Communications Management and Postal Agency, Capital Market and Commission National anti-corruption advice.
The decision was established for negotiations, a formal body that existed on paper last government.
Course for negotiations are the Prime Minister, Deputy Prime Minister, Minister of European Affairs, Minister of Foreign Affairs and Chief Negotiator. If necessary, other ministers, as well as the elders of administrative bodies, may participate in the work of the colleague.
Depending on the chapter of the negotiations, a member of the negotiating team in the work of the negotiations, in the work of the negotiation team, in charge of the negotiation chapter. Course for negotiations has a secretary performing professional and administrative-technical affairs. The Secretary of the Course for Negotiations is determined by the Minister of European Affairs, from the ranks of employees in the Ministry of European Affairs.
The negotiating team is in charge of the professional and technical level of negotiations with the institutions and the Member States of the European Union, according to all chapters of negotiations - the acquis communautaire. The negotiating team considers and determines the proposals of strategic documents relevant to the negotiating process of Montenegro with the European Union and is responsible for its work to the Government - the document.
