The Government requested a re-vote on the Law on Local Self-Government Financing

The Government of Montenegro held an electronic session at around 11 a.m. today, where a re-vote on the Law on Local Self-Government Financing was requested.
This was announced to Pobjeda by the Deputy Prime Minister for Economic Policy and Minister of Economic Development Nik Djeloshaj.
He also told us that all MPs of the majority - 46 of them - signed the request to hold an extraordinary session at which they will vote on the Law on Business Companies and the Law on Electronic Communications, which the President of Montenegro, Jakov Milatović, in addition to the Law on Local Self-Government Financing, yesterday returned to the Assembly for re-decision.
That session of the Assembly will be held on January 19.
The parliamentary majority will have a strong, unique and quick response in order to preserve the full functionality of all institutions of the state of Montenegro - said Djeloshaj in a statement for Pobjeda.
He also pointed out yesterday that Milatović, with the decision to return the Law on Local Self-Government Financing, directly deprived the municipalities of hundreds of thousands of euros in real estate sales tax.
For the sake of publicity, on January 1, 2024, real estate sales tax is the new responsibility of municipalities for 100% of income. In order for this provision to be functional, the law on the financing of local self-governments needed to be harmonized. In this way, Milatović also, knowingly or not, enabled individuals to make extra profit, since all those who sell real estate in the period until the re-adoption and entry into force of the Law will not have to pay taxes to local self-governments - Djeloshajpointed out yesterday.
He underlined that Milatović should clarify to the public in whose interest he made this decision - since he directly influenced the Electronic Communications Agency to be decapitated due to the return of the Law on Amendments to the Law on Electronic Communications.
Finally, since two of the three laws that were returned to the Parliament are from the competence of the ministry I lead, I want to inform the public that all the remarks of Milatović - to which he has no right, because as the President of the State he unconstitutionally took over the competences of the Government, are incorrect and represent a deliberate fabrication as would save armchairs for individuals, at the expense of the state's functionality. For these and similar cases, it is very important that we completed the Constitutional Court, so that no one would be allowed to be above the state, the Constitution - not even the president of the state, and so that no individual could cause damage to the institutions due to personal interests - stated Djeloshaj.
