Uljarević: Amendments to the UN Resolution written outside Montenegro

The Government of Montenegro plans to introduce two amendments to the resolution on the genocide in Srebrenica, which will soon be voted on in the United Nations General Assembly.

Daliborka Uljarević, executive director of the Center for Civic Education, says that this is an indication that the authorities in Podgorica are unable to resist Belgrade, that is, Aleksandar Vučić.
She stated that this country's position on the resolution is still not clear. The Center for Civic Education is one of hundreds of non-governmental organizations that initiated Montenegro to be a co-sponsor of the resolution.

"It is unfortunate that this issue is a dilemma for anyone in the government," Uljarević told Nova.rs, adding:

"Then we learned from the media that the prime minister announced at a panel discussion in Germany that he would support, but not co-sponsor".

He states that the messages they have been receiving are that these are "issues from the past that the government does not want to deal with".
"Now we have a different turn and this diplomatic mission of the Government of Montenegro shows that it has no resistance in relation to Belgrade, that is, to Vučić primarily and that we do not have progressive authorities that can be on a clear line, without the influence of nationalists," explained Uljarević.

When asked if this is seen as a move by Belgrade, he answers:

"In the majority of the public, yes, and I mean the one that was against the resolution, embodied in the coalition partners of the prime minister," she answered.

As he explains, one gets the impression that the Montenegrin government did not even read the resolution because the proposed amendments address something that does not exist.

"We do not have collective guilt, that is the narrative that Vučić is sending. In the resolution, we have a reference to eight final and convicting verdicts of the Hague Tribunal that individualize guilt. The issue of Dayton is not something that is addressed in the resolution. These amendments, in my opinion, were written outside of Montenegro , and they need to indicate that the Montenegrin authorities are loyal to Vučić," Uljarević believes.

He believes that such things cannot contribute to calming tensions in the region.
