Union of Public Service Employees: The RTCG Council abuses its role, making decisions in favor of management

The RTCG council is abusing its role, making decisions in favor of management and to the detriment of employees - said the Union of Public Service Employees.
They remind that the RTCG Council organized an electronic session on April 15 in order to, among other things, adopt: the Rulebook for solving housing issues of RTCG employees, the RTCG Code of Ethics and the Amendment to the Systematization of RTCG workplaces.
They note that these are the most important issues for employees in the last 10 years, and therefore it is surprising that the Council session was organized via ZOOM, as in the time of corona.
Consensus of members of the RTCG Council
The Trade Union of RTCG employees emphasizes that for more than a year, the Commission for Drafting the Rulebook for Addressing the Housing Needs of RTCG Workers has been harmonizing that document.
When a model was reached that was acceptable to both unions and management, changes to the Rulebook were sent to the Council for adoption. According to the RTCG Portal, Council President Veselin Drljević suggested to the other members to think before voting whether they would allow the job complexity coefficients to be multiplied by 2 and not by 1.5 as stated in the agreed text for amending the Rulebook. Council members accepted Drljević's proposal and thus adopted their own Rulebook. Employees with a higher coefficient are given priority in scoring for apartments compared to other employees. We demand that the Council adopt the agreed amendments to the Rulebook submitted by the Commission - they stated in the announcement.
Autocratic decision-making system
When it comes to the Code of Ethics, the Council adopted the proposed one.
And how? About 30 days ago, at a working meeting with Council President Veselin Drljević, he was a member of another trade union, a representative of the Council and a lawyer from RTCG. They "spontaneously" decided to form a committee to draft the RTCG Code of Ethics. This was exactly the explanation that the President of the Council, Veselin Drljević, gave to Jadranka Drobnjak, when, upon learning that there was a Commission, she asked him why the RTCG Employees Union did not have a representative in that Commission. He told her that the Commission is working hard, that they finish quickly, and that the RTCG Employees' Union will receive a proposal to which they can file an objection - the RTCG Employees' Union pointed out.
One of the objections of the RTCG Employees' Union related to the fact that the Ethics Committee cannot have two members of the Council and the management, and only one before the RTCG Employees' Union, which has 300 members.
At the electronic session of the Council, as reported by Portal RTCG, member Milica Špajak welcomed the formation of the Ethics Committee and said that she did not consider 7 members of the Committee to be a large number. Obviously, the members of the Council did not even read the complaints of the RTCG Employees' Union. The worst thing is that in every Commission, union representatives are represented in the minority, so their work is devalued in this way - they added.
They also emphasize that the members of the Council receive a compensation of about 800 euros per month, and the President of the Council twice as much for one meeting per month in order to resolve workers' issues in this way.
One gets the impression that the highest organ of the Public Service serves to fulfill the wishes of the management. With such actions, the management and the Council show that they do not respect and do not respect the employees of RTCG - conclude from the Union of Public Service Employees.
