We are closely monitoring events that can be understood as a circumvention of sanctions against Russia

We are closely monitoring the situation in the Western Balkans, including any development that can be understood as circumventing the sanctions aimed at Russia, said European Commission (EC) spokeswoman Ana Pisonero, referring to the recent opening of the Russian vodka factory "Beluga" in Nikšić.
She underlined that the implementation of restrictive measures is the responsibility of all countries that have accepted them.
Preventing the circumvention of EU restrictive measures adopted in response to Russia's war of aggression against Ukraine is of the utmost importance - stated Pisonero in a statement for Victory.
She added that they welcome Montenegro's full compliance with the foreign and security policy of the European Union (EU) and its dedication to the application of EU restrictive measures.
We would like to remind you that two days ago a factory was officially opened in Nikšić where one of the most recognizable brands in the world - Beluga Vodka - was to be produced, and the ceremony was attended by the owner and director of the international company, as well as Prime Minister in technical mandate Dritan Abazović, Deputy Prime Minister of the Government of Montenegro Vladimir Joković and the President of Nikšić Municipality Marko Kovačević.
Abazović announced the opening of this factory back in February, and as he stated then, the ambition is for the factory to develop exports for the entire world market with the Beluga Montenegro brand, except for Russia, which is covered by domestic production.
However, how unrealistic the goals are is perhaps best illustrated by the fact that, due to Russia's invasion of Ukraine, which has been going on for almost a year, Beluga is unwelcome in the USA, but also in some countries of the European Union, and among other things, on July 9, 2022, the company is due to sanctions imposed on Russia had to stop the operation of the warehouse in Riga (Latvia). This made the export of Russian vodka practically impossible.
In addition, the Ukrainian government, through the "War and Sanctions" website, called on countries around the world to impose sanctions on the owner of the company, Alexander Mechetin, for, as they explained, his support for the Russian Federation.
According to the website, Mečetin is a member of the Board of Directors and the real owner of Rojal Credit Bank, which "financially, materially or in any other way supports the actions of the Russian Federation that violate or threaten the territorial integrity, sovereignty and independence of Ukraine".
More than 150 workers are already employed in this factory.
