We call for an agreement on the Constitutional Court at the session of the parliament on November 22

The European Union is deeply concerned by the November 1 vote in the Parliament of Montenegro, which actually changes the prerogatives of the president of the state by adopting a law under an urgent procedure, the office of the EU High Representative for Foreign Policy and Security announced.
As they emphasize in the announcement, all legislative acts should be in accordance with the constitution. "All political actors should refrain from any actions that could further deepen the institutional crisis and undermine the democratic institutions of the country".
"In order to end the current deadlock, the EU calls on all actors to prioritize the building of a consensus on and the urgent appointment of judges of the Constitutional Court at the next vote in the parliament on November 22. The full functionality of the court is essential to ensure the legitimacy of democratic elections, among other important things. Montenegro's entry joining the European Union is the strategic choice of the vast majority of Montenegrin citizens and the publicly stated goal of the vast majority of Montenegrin political actors," they state in the announcement.
They emphasize that Montenegro was in the lead among candidate countries for the EU.
Continuous progress in EU accession requires all political actors to support the functionality of the country's democratic institutions and strengthen the rule of law.
