Čović: I am reporting the illegal director Raonic for violating his work obligations

Srđan Čović, one of the candidates in the competition for general director of RTCG, filed a report against the illegal director of the Public Service, Boris Raonic.
The letter with the application addressed to the Council of the RTCG, the legal department, the trade union organization Public Broadcasting Service RTCG and the Employees' Union is transmitted in its entirety:
"Respecting the work obligations from the Collective Agreement RTCG from 2023, and bearing in mind that a minor violation of the work obligation from Article 41, point 6 of the Collective Agreement, is failure to report violations of the work obligation, i.e. damage done or caused by another employee".

1) Irregular or negligent storage of official files, data, video and audio recordings, which do not have the character of confidentiality
Even after three years, Raonic has not submitted the audio recording of the Council session from July 23, 2021. and in addition to several solutions of the AZLP that, based on the request, an inspection and hearing of that record should be obtained, which should contain the expressed opinion of the Legal Service that during the election for the general director of the RTCG, he did not have 10 years of work experience, and he was also in a conflict of interest due to his membership in the AEM Council.
I am reporting Boris Raonic, the illegal general director of RTCG, for serious violations of work obligations from Article 42 of the RTCG Collective Agreement
1) hindering and making it difficult for the employee to perform his work duties by the responsible person
Boris Raonić, after the first successes of the Statistics and Planning Service and the quality report to which AEM had no objections, terminated the position of Duška Stanić, without consulting her immediate manager, the Legal Service and the HR Service. He relocated Željko Žugić to the position of Maintenance engineer and tasked him with processing statistical data, which he could not perform in full capacity from that position.
He also tried to send engineer Srđan Čović to RTCG House Maintenance and take care of the water and sewerage infrastructure, despite his vast experience in RTCG Technology and Production.
All the while, he clung to the compulsive idea of ​​evicting people from their already modest office space. These days, he resigned from his colleague Žugić based on bizarre reasons that were probably invented by Raonic and signed by someone from the lawyer's office.
All this can be counted as
2) psychological abuse or humiliation of another employee with the aim of endangering his reputation, personal dignity and integrity (mobbing). This treatment was also received by some people from the RTCG Archive at the moment when the illegal contracts of Raonic's closest associates were leaked.
3) Presenting incorrect information and falsely informing the public, which damages the credibility of the Employer.
Boris Raonic is directly responsible for the untruthful presentation of information related to the events at the Belvedere, and for a long time he has been misleading the public with the viewership results, by incorrectly interpreting SHR as the basic parameter of television viewership. In the financial reports, there is no data on the number of employees and those engaged under the employment contract, and with flat-rate figures, the public is also being misled.
I remind you that the act of the Employer, the Rulebook on internal organization and systematization, under the obligations of the general director of RTCG, includes ensuring that RTCG operates according to the law.
In addition to the illegal elections, which are the hallmark of Raonic's activities, in cases where he professionally demoted and dismissed our colleagues, he also violated Article 224 of the Criminal Code of Montenegro (Whoever knowingly does not comply with the law or other regulations, collective agreements...). Raonic also offered me to drop the lawsuit in the litigation process I was leading against his illegal election, and in return to choose the seat, and for my wife to get the editorial position. This is also not allowed by law.
I remind you that I reacted internally and publicly to these unprofessional and illegal actions before, and that I sublimated most of my reactions into:
Report against endangering the public interest - corruption, addressed to the person responsible for receiving and acting on notifications of suspected irregularities and fraud, 29/12/2023. I am attaching the application as an appendix to this address.
Unfortunately, the application has not been processed to date, nor have I received any response, which best speaks of the rule of law in RTCG.
In the meantime, I initiated another criminal complaint with my colleagues.
